A new publication was issued by the Veterans Benefits Administration on February 14, 2019 related to the new guaranteed cash-out home loan refinancing rules which became effective on February 15, 2019. The purpose of the publication is to clarify the new policies related to the Veterans Administration guaranteed cash-out refinancing loans, which includes refinancing of construction loans.
